Working for the University Health Centre

The University Health Centre (UHC) serves a population of approximately 46,000 students and 18,000 faculty and staff members. The clinic welcomes students, their immediate family, faculty members and staff and can serve as a primary health care provider for patients during their time at the University of Alberta. The University Health Centre utilizes a longitudinal medical home model to provide the campus community with exceptional health and wellness services. Our confidential services include family medicine, acute and chronic medical concerns, sexual health services, travel health, immunizations, occupational therapy, gynecology, nutrition consultations and more. The clinic also offers podiatry and obstetrics & gynecology specialist services to meet the needs of our diverse community. The UHC is a key collaborator in the University's provision of primary physical and mental health services for students, their families, postdoctoral fellows and University of Alberta faculty and staff.

Position

Reporting to the Assistant Dean of Health and Wellness, the Manager of the University Health Centre (UHC) is accountable for the management of all aspects of the UHC, its programs and its personnel as well as collaborating with the ADHW on strategic planning and financial forecasting. The UHC Manager is a member of the Dean of Students' Service Leadership Team. Working in a dyad model with the UHC’s Senior Physician, the Manager will lead a dynamic interdisciplinary team of health professionals representing the disciplines of family medicine, podiatry, obstetrics & gynecology, nursing, occupational therapy and health administration.  Additionally, the Manager works collaboratively with the UHC Senior Physician to develop and maintain clinic strategic plans, service prioritization, program development, medical best practices, policies and adherence to relevant legislation and standards.

In conjunction with the Senior Physician, the UHC Manager is jointly accountable for the successful implementation of the medical home model and evaluation of its related programs.

Major areas of responsibility include effective delivery of UHC healthcare services and operations; management of professional and support staff human resources; financial budgeting and long-range strategic planning; compliance with relevant provincial legislation, clinic risk mitigation, health and privacy professional regulations, and clinic operations best-practices; capital acquisitions and facility upkeep; and oversight of the internal electronic medical record infrastructure.

Duties

  • Accountable for the effective and efficient delivery of UHC healthcare and wellness services to students, their immediate family, and university staff through effective planning, development, delivery, evaluation and Improvement of relevant UHC services and programs.
  • Oversees the UHC financial resources; including the development and administration of the UHC programming plan, accounting, budgeting planning and financial analytics.
  • Manages the UHC's operations and human resources and provides for development to ensure opportunities for personal growth and compliance with professional and legal standards.
  • Coordinates and maintains the security and integrity of UHC's health Information in accordance with relevant provincial and federal legislation, current privacy practices, IT guidelines and university policies.
  • Plans and manages capital acquisitions and initiatives pertaining to the maintenance, development and expansion of the University Health Centre operations and programs.
  • Manages all aspects of clinic IT technical support for UHC staff, maintains technical efficiencies, and monitors the clinic EMR for IT system compliance.
  • Accountable for the development and effective Implementation of public health response measures that align with the university and provincial/federal government response to public health emergencies.

Minimum Qualifications

  • Minimum of a Master's degree in a related field or commensurate experience.
  • Extensive experience in human resource management and clinic/business administration.
  • Comprehensive knowledge and experience with managing Human and Financial resources, budget management and strategic planning.
  • Strong understanding of the Rules and Standards of Practice that govern the health professions, such as the CPSA, CARNA, CLPNA, College of Podiatric Physicians of Alberta, etc.
  • Nuanced understanding of the Health Information Act with the ability to innovatively navigate the nuances of the campus healthcare and privacy setting.
  • Training and experience administering confidential information in accordance with HIA and FOIP Acts.
  • Demonstrate sound leadership and management skills with a focus on strong patient care and service provision.
  • Extensive knowledge of business functions, including administration, finance and accounting, communications, human resources, risk management, marketing, quality assurance, stakeholder relationships and maintenance services.
  • Experience with agreement negotiations (e.g. medical professional agreements) and experience in navigating the complex relationships between the diverse health and administrative professionals that comprise a clinic team.
  • Experience with and understanding of available and new electronic medical record and administrative technologies that enhance the effectiveness and efficiency of patient services and organizational functions.

Preferred Qualifications

  • Comprehensive knowledge of university policies and procedures, including Human Resources, Financial Services, Finance, Procurement and Planning, and Ancillary Services.
  • Extensive interpersonal and project planning and leadership skills with the ability to provide feedback for improvement.
